Step four creates a Level 10 Plan. The helper does not impose a finished answer. They help generate options, select a specific action, assign a start cue and time, and decide how progress will be observed. The person then rates confidence in carrying it out from zero to ten. If the answer is below ten, demanding motivation is less useful than shrinking the step or removing an obstacle until it feels credible.
